TAIPEI (Taiwan News) — Taiwan’s representative to Poland, Liu Yung-chien (劉永健), and KSE Institute Head Nataliia Shapoval signed a capacity-building cooperation agreement virtually on Tuesday to support Ukraine’s postwar reconstruction and economic de-risking.
The agreement will draw on Taiwan’s experience in supply chain resilience, semiconductor talent development, and digital governance, per CNA. It aims to deepen cooperation among Taiwan and Ukraine’s governments, industries, and academic institutions while strengthening Ukraine’s economic governance and long-term development.
The program will be jointly implemented by Taiwan’s Chung-Hua Institution for Economic Research and the KSE Institute, the research and policy-analysis unit of the Kyiv School of Economics. It will promote professional training and policy exchanges while sharing Taiwan’s experience in economic transformation and supply chain security.
Liu said Ukraine’s economic recovery required more than physical reconstruction. It also needed strong institutions, secure supply chains, and forward-looking industrial policies, he said.
He added that bilateral cooperation went beyond providing resources and reflected a genuine partnership. Liu said he hoped more Ukrainian officials would visit Taiwan to deepen exchanges.
Shapoval thanked Taiwan for its support and said its experience in economic governance and technological innovation would benefit Ukraine’s postwar reconstruction. She said the program would strengthen policy-planning capabilities in Ukraine’s public and private sectors while symbolizing the friendship between Taiwan and Ukraine.
