TAIPEI (Taiwan News) — Taiwan's Financial Supervisory Commission has approved O'Pay Electronic Payment Co. (歐付寶電子支付) to operate international small-amount remittance services, making it the country's first electronic payment platform authorized to provide overseas remittances, including transfers by foreign migrant workers, per an FSC press release.
Previously, the FSC licensed five companies to provide overseas remittance services for migrant workers. It said that permission for small overseas remittances will also require strengthened cybersecurity to ensure secure and reliable payment services.
O'Pay said it plans to launch its dedicated remittance app, O'Pay Global, in the fourth quarter. The service will initially target migrant workers from Vietnam, the Philippines, and Indonesia before expanding to serve new immigrants, international students, and cross-border travelers, per a company press release.
Labor ministry data indicates that Taiwan is home to nearly 850,000 migrant workers, driving demand for cross-border remittance services. FSC statistics show overseas small-amount remittances by migrant workers totaled more than NT$129.1 billion (US$4 billion) in 2025, an increase of more than 50% from the previous year.
FSC Banking Bureau Deputy Director-General Chang Chia-kuei (張嘉魁) said promoting financial inclusion remains a key policy objective, adding that financial services should meet the needs of different user groups while remaining accessible, per LTN.
Under current regulations, foreign migrant workers in Taiwan may send a maximum transfer of NT$30,000 (US$927) per transaction, NT$50,000 per day, and an annual cumulative limit of NT$500,000.
