TAIPEI (Taiwan News) — The National Communications Commission on Wednesday approved new guidelines requiring broadcast media to clearly disclose and label AI-generated content used in news production.
The NCC said the guidelines serve as a reference framework under the AI Basic Act, which took effect on Jan. 14, per CNA. The law requires regulators to help industries develop risk management and conduct standards for AI use.
The guidelines set out core principles including fact-based reporting, protection of human rights, and bias prevention. Broadcasters are also advised to establish review teams and apply human verification when using AI in news production.
The NCC also emphasized strict disclosure rules, requiring visible labeling of AI-generated content. When using third-party AI-generated material, broadcasters must identify the source, while AI voice cloning requires consent from the individual concerned.
For sensitive topics such as court cases, disasters, and national security issues, the NCC said broadcasters should avoid highly realistic AI depictions and instead use animation or illustration.
