TAIPEI (Taiwan News) — The Ministry of Labor is launching a training program and expert database for workplace bullying investigators ahead of new regulations taking effect in July.
Starting in June, the ministry will hold 20 training sessions nationwide, open to lawyers, psychologists, labor dispute mediators, and medical staff, per CNA. The goal is to certify at least 1,000 cross-disciplinary experts before the new rules take effect.
The training comes as amendments to the Occupational Safety and Health Act introduce a dedicated chapter on workplace bullying. Under the new rules, employers who become aware of bullying must take immediate action, including protecting complainants, providing consultation, and conducting an investigation.
Occupational Health Division Director Chang Kuo-ming (張國明) said the database will help employers and local governments find qualified experts to handle complaints, per Tai Sounds. A pilot program last year drew more than 300 participants, laying the groundwork for the full rollout.
New applicants must complete a 12-hour course covering prevention regulations, interview strategies, investigation techniques, and report writing. Professionals already listed in the ministry’s workplace sexual harassment investigation database need only complete an additional six-hour advanced course to qualify.
The workplace bullying investigation database will officially launch alongside the amended Occupational Safety and Health Act on July 1. Experts listed in the database must complete a six-hour refresher course every five years to maintain their certification.
