TAIPEI (Taiwan News) — Taiwan's Supreme Court on Thursday upheld lower-court rulings by dismissing a case against former National Security Bureau officer Liu Kuan-chun (劉冠軍), closing a years-long legal battle over alleged embezzlement and espionage.
It was ruled that charges dating back to the 1990s and relating to the former colonel and chief cashier no longer applied as the statute of limitations had expired, per Mirror Media.
Liu fled Taiwan in September 2000 after allegedly embezzling NT$190 million (US$6.12 million) from the NSB’s secret funds. Prosecutors recovered NT$129 million in 2023 by seizing and selling his shares.
However, Liu remains a fugitive and is suspected of defecting to China with classified intelligence documents that he analyzed and shared, per Liberty Times.
Lower courts in Taipei and the High Court ruled in 2023 and 2024 that evidence failed to prove intent or damage to national security, citing insufficient chain of custody for the files.
