TAIPEI (Taiwan News) — China is targeting Taiwan’s high-tech industries, the National Security Bureau said in a report released Monday.
In an effort to overcome international technological restrictions, Beijing is encouraging Taiwanese companies in sectors such as semiconductors and AI to set up or maintain operations in China, per CNA. It is also using indirect channels to poach talent, steal technology, and acquire controlled goods to obtain Taiwan’s advanced chipmaking technologies and other key products, the NSB said.
Beijing is using a different United Front strategy by organizing forums and exchange visits to attract Taiwanese from various sectors to visit China, the NSB said. It uses these opportunities to promote integration and annexation.
The NSB said China also employs tactics such as setting up tip lines, offering rewards for information, and spreading narratives about the use of force to create panic in Taiwan. Regarding infiltration, China has sought to obtain sensitive defense and government information by luring retired Taiwanese personnel with investments or financial incentives to approach active-duty servicemembers.
The bureau added that recruitment efforts are often conducted through online platforms. Targets may be encouraged to hand over sensitive information in exchange for money, or to produce videos, audio recordings, or written pledges expressing loyalty to China. Between last year and March, 58 Taiwanese were indicted in espionage cases, including 32 active-duty or retired military personnel, the NSB said.
