TAIPEI (Taiwan News) — The Legislative Yuan on Friday cleared the Cabinet to sign four US arms agreements, including HIMARS, ensuring timely procurement while maintaining oversight.
Three of the Letters of Offer and Acceptance are set to expire on Sunday, per CNA. Defense Minister Wellington Koo (顧立雄) had requested prior authorization to sign them. The TPP caucus proposed allowing advance approval to prevent delays.
The Legislative Yuan’s Foreign Affairs and National Defense Committee on Thursday agreed to include a fourth offer for the HIMARS long-range precision strike system. It was received by the Ministry of National Defense on March 6.
The TPP caucus said it has always upheld national interests over party politics, per UDN. It said the move ensures timely signing and prevents gaps due to delays.
The resolution passed in a second reading. It allows the Cabinet to sign the four letters in advance if deadlines arrive before budget approval.
The resolution requires the Cabinet to report delivery schedules to the Legislative Yuan and return to normal budget review procedures, providing full explanations before and after approval. Also, it must not invoke national security to avoid democratic review.
