Environmental cooperation is no longer optional for India and Taiwan — it’s a necessity.
Both are major Indo-Pacific economies that depend on the sea and are increasingly exposed to climate shocks. If they hope to advance Sustainable Development Goals 13 (Climate Action) and 14 (Life Below Water), they cannot act in isolation.
The science is clear. India’s 2025 coastal-vulnerability report projects 0.5–1 meter of sea-level rise by 2100, sharply increasing flood and storm-surge risk. The National Centre for Coastal Research finds that 33.6% of India’s coastline is eroding. Urban areas are especially exposed: Chennai could see a 19.2 cm rise by 2050. More than 18 million Indians live less than one meter above sea level.
Taiwan faces parallel pressures. The Central Weather Administration recorded 2024 as the hottest year on record, with average temperatures 1.65 C above the long-term mean. In the Taiwan Strait, sea-surface temperatures are rising by 0.63 C per decade and sea level by 2.2 mm annually. Warming waters have driven coral bleaching in Kenting and Green Island, threatening ecosystems and the communities that rely on them.
Both sides also bring strengths. India has pledged net-zero by 2070, is expanding renewables, and is investing in coastal protection and mangrove restoration. Taiwan, targeting net-zero by 2050, has built a state-of-the-art typhoon early-warning system, high-precision recycling, and localized adaptation strategies.
A practical starting point is shared data. Using Taiwan’s satellites, radars, and ocean buoys to augment India’s networks would improve marine and meteorological monitoring. Coordinated tracking of ocean heat, storms, sea-level anomalies, and coral bleaching could strengthen early-warning systems across the Indian Ocean and Western Pacific.
Circular-economy collaboration is another fit. Taiwan’s widely recognized waste-management model can help coastal industrial zones in Gujarat, Tamil Nadu, and Andhra Pradesh cut plastic pollution and industrial runoff.
Habitat restoration invites joint work. India’s community-driven afforestation, paired with Taiwan’s remote-sensing and monitoring, can speed the recovery of mangroves, wetlands, and coral reefs.
Financing will make or break these efforts. Both countries have begun using green bonds and carbon-pricing frameworks. Aligning them to issue blue bonds for coastal resilience, sustainable fisheries, and marine restoration can crowd in private capital and make impacts easier to track.
Politics and institutions still pose hurdles. Taiwan’s exclusion from UN climate and ocean platforms limits participation in global governance. India struggles with uniform enforcement along a vast coastline. Geopolitical sensitivities complicate things further.
Even so, joint scientific work is politically neutral. Data sharing, research partnerships, and capacity building can move ahead now.
As the Indian Ocean and Western Pacific grow more consequential, rising seas, stronger storms, and declining fish stocks threaten communities from Chennai to Kaohsiung. A focused India–Taiwan partnership could help set transparent, resilient, and innovative standards for ocean governance.
Ahead of upcoming climate and ocean summits, the two sides could table a joint roadmap centered on marine monitoring, circular coastal industries, blue-carbon restoration, and climate finance. That would signal that climate and ocean challenges are inseparable — and that safeguarding shared ecosystems is central to the security and well-being of both societies.
