TAIPEI (Taiwan News) — The Legislative Yuan on Friday passed the third reading of amendments to the Residential Act, requiring social housing to reserve units for young families.
Under existing law, social housing must allocate at least 40% of units for economically or socially disadvantaged groups, per CNA. The amendments add that at least 20% of units must be reserved for couples married for less than two years or families with minors.
The amendments require the interior ministry to create a unified registration platform to track supply, household demand, unit types, and necessary public facilities. Local government platforms may be integrated with this central registration system.
To improve transparency in the rental housing market, authorities must regularly analyze and publish housing information. Rental data will show per ping (about 3.3 square meters) prices by property type and age, using medians and percentiles, with priority for units eligible for rent subsidies or lease and management programs.
The amendments also add Article 19-1, stipulating that up to 50% of each year’s planned social housing units should be allocated to lease and management programs. Article 20-1 requires authorities to consider local population trends and housing conditions during urban planning and expansions.
