TAIPEI (Taiwan News) — New Taipei’s Education Department said Thursday that it will inspect a preschool group after reports of alleged child abuse, warning that violations could lead to penalties or a loss of its license.
CNA reported Thursday that the department will complete a full inspection within a week of all 10 preschools run by the Yu-chuan group. Possible penalties range from reduced enrollment to suspended operations or permit revocation.
“The department has zero tolerance for child mistreatment and will investigate and punish violations under the law,” the department's Division of Early Childhood Education said. The division also said it will name violators publicly and penalize schools for weak supervision and management.
The response followed accusations by DPP Legislator Lin Yueh-chin (林月琴) that the operator hired unqualified staff and broke rules for years, according to Liberty Times. Lin said the group’s preschools in New Taipei and Taoyuan were fined many times from 2020 to 2025, yet weak oversight allowed problems to continue.
Lin cited a case in August at Yu-chuan’s preschool in Tucheng District, where video showed an employee pulling, pushing, and hitting children over four days. At least five children were affected but the case ended with a NT$30,000 fine. Parents later urged deeper reviews, full inspections, and access to full records, per Mirror Media.
