TAIPEI (Taiwan News) — Hualien County Government’s taxi service for seniors and people with disabilities, launched in partnership with a local fleet, recorded more than 900,000 rides last year, marking a significant increase from 2024.
Launched in March 2024, the program averages nearly 70,000 rides monthly, the county government said. Seniors aged 65 and older, as well as people with disabilities, receive a 70% subsidy, with fares paid by tapping the county-issued smart card.
Hualien’s Social Affairs Department said the maximum monthly subsidy for eligible users will rise from NT$1,000 (US$31) to NT$1,500 this year. The program, which involved 10 local taxi companies and about 790 vehicles last year, will add three more companies this year, bringing the total fleet to 800 vehicles, per CNA.
Seniors holding a Hualien Senior Citizen Card can ride Taroko Bus, United Highway, and Shing Dong buses for free on all county routes with no monthly limit. They also enjoy free admission to Farglory Ocean Park and Shin Kong Chao Feng Ranch and Resort. In addition, cardholders receive discounts when using metro or light rail services outside the county.
Magistrate Hsu Chen-wei (徐榛蔚) said the county’s long, narrow, and mountainous terrain limits public transportation in rural areas. She said she hopes the program will help ease the issue. As part of its long-term care efforts, the county government also runs small buses to transport seniors in remote areas to rehabilitation services.
As of September 2025, Hualien had 79,751 residents aged 65 and older or with disabilities, a 3.2% increase from 2024. Many cannot drive, lack family support, or live alone.
Seniors totaled 65,755, accounting for 20.9% of the county’s population, the county government said. It added that it will continue expanding community care centers, offering free health checkups and increasing senior subsidies to provide more comprehensive support.
