TAIPEI (Taiwan News) — In the 2025 academic year, six higher education institutions in Taiwan had freshman enrollment rates below 60%.
According to the Ministry of Education, no public university fell below 60% in the academic year, per CNA. The only public technical college below 60% was National Taitung Junior College at 31.75%, the lowest rate among the six.
Among private institutions, the only private university below 60% was Aletheia University at 59.41%. Four private junior colleges fell below 60%: Taiwan Steel University of Science and Technology (58.88%), Min-Hwei College of Health Care Management (53.47%), Nanya Institute of Technology (50.51%), and Yuh-Ing College of Health Care and Management (50.41%).
There were also 10 schools with 100% freshman registration, including National Tsing Hua University, National Cheng Kung University, National Yang Ming Chiao Tung University, National Central University, National Taiwan University of Science and Technology, CTBC Business School, I Kuan Tao Chong-De School, Weixin Shengjiao College, Bliss and Wisdom Buddhist College, and Ming Chi University of Technology. Excluding religious schools, seven institutions had full freshman enrollment.
An enrollment rate below 60% for two consecutive years with fewer than 3,000 students was previously one criterion for being classified as needing special guidance. Media reports on private college closures often cited 60% as a “warning line.”
However, the ministry has revised its guidelines for assisting private higher education institutions with improvement and closure in recent years, and enrollment rates are no longer an indicator for special guidance.
