TAIPEI (Taiwan News) — Taipei Mayor Chiang Wan-an (蔣萬安) will lead a delegation representing Taipei to attend the Taipei-Shanghai Cities Forum later this month in China.
The forum will be held Dec. 27 -28 with Chiang and the mayor of Shanghai Gong Zheng expected to sign two agreements during the event. Taipei City Government has reportedly been negotiating with the central government to gain approval for the two agreements, and to permit the delegation to attend the event in Shanghai, per UDN.
The two bilateral agreements will include one covering exchanges on municipal water management, and another focused on vocational training programs and initiatives. The central government heavily revised the content of the vocational training agreement.
The initial text of the agreement reportedly included language that suggested Chinese workers could seek employment in Taiwan. The total length of the agreement was reduced by almost half after revisions by the Ministry of Labor and the Mainland Affairs Council, per UDN.
Due to administrative reasons, Taipei City Government requested that the forum in Shanghai be held on a weekend. Shanghai reportedly accepted the request, along with the revised vocational training agreement, to ensure that the event could be carried out smoothly with the Taipei delegation in attendance.
At last year’s forum held in Taipei, the Mainland Affairs Council rejected applications for entry from several Shanghai officials and restricted the movement of those who were permitted to attend. This has led to uncertainty about this year’s forum and how China’s government will treat the visiting delegation from Taipei.
