TAIPEI (Taiwan News) — President Lai Ching-te (賴清德) said Monday that Taiwan’s National Health Insurance budget is expected to reach a record NT$1 trillion (US$31.8 billion) next year.
Taiwan allocates the budget annually to operate its universal health insurance system, which covers 99.9% of the population. The funding supports nearly all services that allow people to visit clinics, receive hospital care, and access affordable treatment, according to the Cabinet.
Lai said the government will focus on three key healthcare priorities next year. The first is strengthening holistic care and chronic disease management, including improved medical and home care services for children aged 0–6, according to CTEE.
The second priority is improving working conditions for medical personnel by raising consultation fees and expanding nursing capacity. The third is advancing telemedicine and digital transformation to improve accessibility, particularly in rural areas.
The president highlighted ongoing government support for primary and community healthcare. The health ministry’s metabolic syndrome prevention and control program, launched in 2022, has involved more than 3,100 clinics and 5,200 physicians nationwide, benefiting over 440,000 people as of August.
Lai also emphasized the role of local clinics as the first point of contact for patients and as anchors of community health. As Taiwan moves further into a super-aged society, he said clinics must take a more proactive role and strengthen ties with local communities.
A trained physician, Lai said he has directed the health ministry to continue improving the healthcare environment. Key efforts include expanding National Health Insurance funding sources, reforming the global budget system, and improving workplace conditions to ensure long-term sustainability.
He said the government will continue investing in healthcare services and accelerate digital upgrades. Lai added that he hopes to keep working with clinic representatives nationwide to build a more resilient and equitable healthcare system.
