TAIPEI (Taiwan News) — Intermediate-skilled migrant workers brought in to work at hotels will be limited to four types of jobs, the government said Thursday.
The Cabinet approved a package of measures allowing the import of migrant workers for the hotel sector and for harbor work. To protect local jobs, employers must raise the monthly salary of one Taiwanese worker by NT$2,000 (US$65) for each migrant worker hired.
The Tourism Administration said migrant staff at hotels will be allowed to do room service, cleaning, service-desk, and restaurant work, per CNA. A 2023 report indicated hotels needed 6,600 extra cleaning staff.
The agency advised the Ministry of Labor to allow foreign students to take hotel jobs after graduation and to loosen restrictions on hiring foreign interns in the sector.
Under the new rules, a hotel with 100 employees covered by labor insurance may employ up to 10 foreign intermediate-skilled staff. The minimum wage for these employees will be NT$32,000, and a basic knowledge of Mandarin will be required.
While details still need to be worked out, the hotel program is focused mainly on recruiting staff from the Philippines, officials said.
The government also plans to establish an international labor recruitment center to negotiate the direct import of migrant workers. The package is expected to take effect in the first quarter of 2026.
