TAIPEI (Taiwan News) — A man wanted for theft, surnamed Chiu (邱), was indicted Tuesday over an alleged sexual assault on a foreign woman in the main hall of Taipei Main Station earlier this month, prosecutors said.
The victim had come to Taiwan on her own for sightseeing, per CNA. After losing her luggage at the station, she befriended a group of homeless people who offered to help her recover her belongings and continued to visit them whenever she returned to Taipei from other destinations.
On the afternoon of Oct. 9, the woman brought alcohol to share with the group. Chiu, who had previously been sentenced to six months in prison for theft, joined the drinking session.
At around 3:22 p.m., after the others had left, Chiu allegedly noticed the woman had passed out after becoming intoxicated and pulled her to a wall, where he allegedly assaulted her.
Surveillance footage and bystanders reportedly captured the incident despite his attempts to conceal it by embracing her upper body. The alleged assault lasted about 10 minutes before police arrived at 3:37 p.m. and arrested Chiu.
The woman was placed in care, sent to a hospital for examination, and filed a complaint. She subsequently left Taiwan according to her scheduled itinerary.
Chiu initially confessed and was transferred to serve a prior six-month prison sentence for theft issued by the Taoyuan District Prosecutors Office. He later retracted his confession and pleaded not guilty.
The Taipei District Prosecutors Office on Tuesday indicted Chiu on charges of opportunistic sexual intercourse and public indecency under the Criminal Code. Prosecutors requested a 7-year prison sentence, citing that the offense took place in a public location and Chiu’s lack of remorse as reasons for a heavier penalty.
