TAIPEI (Taiwan News) — Taiwan’s National Communications Commission on Monday rolled out four measures to help cable operators adapt to the streaming era as cable TV penetration falls below 50%, per CNA.
NCC Commissioner Chen Chung-shu (陳崇樹) said the decline mirrors a global trend. He outlined four responses.
First, the NCC will use its cable fund to support high-definition upgrades and local program production. The fund has helped install more than 1 million set-top boxes and sponsor 54 cultural shows.
Second, the commission will encourage tiered pricing to give viewers more choice. About 75% of operators nationwide already offer tiered plans.
Third, the NCC will build evaluation and license renewal systems to push operational improvements, aiming to raise service quality, boost program output, and enhance competitiveness.
Fourth, it urged operators to work with domestic and foreign over-the-top (OTT) streaming services to deliver programming that matches changing viewing habits.
According to the NCC, tiered pricing lets subscribers pick channel packages rather than paying a single flat rate, offering more flexibility and control over costs. OTT platforms deliver video via the internet without a traditional cable subscription. The NCC’s market report estimates about 5.8 million paid OTT subscriptions in Taiwan.
