TAIPEI (Taiwan News) — Taoyuan said Wednesday it will launch a “Fresh Milk for Every Child” program in February, offering free milk or soy milk weekly to children aged 2 to 12.
Taoyuan Mayor Chang San-cheng (張善政) said the initiative, funded by NT$280 million (US$9.32 million), will continue through summer and winter breaks, per CNA. He added that subsidies will be available to students at public and private preschools and elementary schools.
Speaking at a city council meeting, Chang said the Ministry of Agriculture’s earlier “fresh milk for every class” plan failed due to logistical and administrative challenges, per Liberty Times. He noted that since most counties still support the concept, Taoyuan decided to design its own version.
The city’s education department spent months planning the program and created a digital voucher platform to replace traditional delivery methods. Chang acknowledged financial pressures but said the city would fully fund the scheme.
Students can redeem their weekly milk supply with a Taoyuan digital student ID or child card at major convenience store chains, including 7-Eleven and FamilyMart. Soy milk will be available for those with lactose intolerance.
Chang said the policy reflects the city’s commitment to child welfare and nutrition.
