TAIPEI (Taiwan News) — Taipei prosecutors on Wednesday indicted the owner of a bar surnamed Tseng (曾) and its manager surnamed Chen (陳) on charges of negligent homicide tied to a timed drinking promotion.
The case centers on a 25-year-old engineer based in Hsinchu surnamed Chang (張), who joined a “One Liter of Tears” challenge. This required participants to finish a 1-liter cocktail within eight minutes at a bar in the ATT 4 Fun complex in Xinyi in September last year, per CNA.
The drink was a vodka-based mix with a passion-fruit beverage and ice. Contestants who beat the clock could reclaim a NT$500 prepaid fee, according to prosecutors, per SETN.
Chang completed the drink in about one minute and 10 seconds, felt unwell, and left shortly after midnight. He walked roughly 200 meters and was later found in a B2 restroom around 7 a.m.
Surveillance footage reviewed by police showed Chang entering the restroom without obvious signs of staggering shortly before he was discovered. A forensic exam determined acute alcohol intoxication as the cause of death.
Prosecutors say the bar failed to post warnings, neglected to inform participants of the dangers of rapid, high-volume drinking, and had no response measures in place. They also cited labeling rules and restrictions under the Tobacco and Alcohol Administration Act that prohibit promotions encouraging drinking.
