TAIPEI (Taiwan News) — Taiwan will expand rent subsidies and reserve 11,000 social housing units for families with young children under a NT$269 billion (US$8.26 billion) plan.
Executive Yuan Minister without Portfolio Chen Shih-chung (陳時中) said Tuesday the “Stable Housing” package covers four areas: marriage and child-rearing units, adjustments to subleasing and management programs, expanded rent subsidies, and amendments to rental law. The measures are expected to benefit 480,000 households by 2032, per CNA.
Under the plan, 20% of social housing will be set aside for families with children aged 0–6, with residency extended to 12 years. About 1,000 units will be released in the second half of this year, with another 10,000 by 2028.
Rent subsidy eligibility will rise to 3.5 times the minimum living cost, with a 1.5-times boost for newlyweds and an extra 0.5 times per child. In Taipei, that could mean NT$16,000 (US$490) per month for a couple with one child.
The subleasing program will also provide NT$6,000 annually for child safety equipment. Meanwhile, amendments to the Rental Housing Market Development and Regulation Act will mandate three-year minimum leases, set rent adjustment standards based on the government’s housing rent index, penalize landlords who block subsidies or household registration, and expand access to free dispute mediation.
Chen said most measures will take effect on Jan. 1. The rollout of marriage and child-rearing units has already begun, while the rental law amendments will require legislative approval.
