TAIPEI (Taiwan News) — The Democratic Progressive Party may continue its broad recall strategy for the Aug. 23 recall elections, potentially targeting all seven eligible Kuomintang legislators, despite internal calls for a more selective approach.
Some DPP members have suggested narrowing the focus to specific lawmakers, but party figures including Legislator Wang Yi-chuan (王義川) and Legislative Caucus Secretary-General Wu Szu-yao (吳思瑤) signaled support for a full-scale campaign, per CMedia. DPP insiders said the party hopes to coordinate more effectively this time, as fewer lawmakers will be on the ballot in most municipalities.
Pro-recall groups are urging President Lai Ching-te (賴清德) and Premier Cho Jung-tai (卓榮泰) to actively participate in the campaign, pointing out that anti-recall groups previously mobilized top-tier officials. However, both Lai and Cho are currently focused on national priorities, including US President Donald Trump’s tariffs and severe flooding in southern Taiwan.
As a result, recall organizers are reportedly turning to Vice President Hsiao Bi-khim (蕭美琴) to take on a leading role. Local DPP politicians and recall advocates have also begun pressuring KMT-led municipalities to issue tax rebates, hoping to challenge the KMT on fiscal issues used effectively during earlier campaigns.
Former People First Party spokesperson Clarence Wu (吳崑玉) said the DPP should prioritize recalls targeting key figures such as Nantou legislators Yu Hao (游顥) and Ma Wen-chun (馬文君), and New Taipei City legislator Lo Ming-tsai (羅明才), per Newtalk. Nantou County Magistrate Hsu Shu-hua (許淑華) warned that while the KMT is riding high after its recent victory, the DPP is likely to invest more resources in the August races, per UDN.
Former DPP legislator Kuo Cheng-liang (郭正亮) said the party may focus on recalling Deputy Legislative Speaker Johnny Chiang (江啟臣) and Legislator Yen Kuan-heng (顏寬恒), with an eye toward the 2026 Taichung mayoral race, per Storm Media. Political insiders told the Liberty Times that both Chiang and Legislator Yang Chiung-ying (楊瓊瓔) are seen as potential KMT mayoral candidates, making their recall strategically important.
The insiders emphasized that because the Aug. 23 election may shape the 2026 local races, both the DPP and KMT are expected to concentrate their efforts in Taichung.
