TAIPEI (Taiwan News) — The US Semiconductor Industry Association (SIA) on Monday announced TSMC CEO CC Wei (魏哲家) and former TSMC Chair Liu De-yin (劉德音) as co-winners of the 2025 Robert N. Noyce Award.
The award, the semiconductor industry's highest honor, is named after Intel and SIA co-founder Robert N. Noyce. It will be presented at the annual SIA Award Dinner on Nov. 20, with both Wei and Liu expected to attend, per CNA.
SIA said the two leaders reshaped the modern semiconductor ecosystem and revolutionized chip manufacturing. With a combined 80 years of experience, Wei and Liu helped pioneer technological innovation across the industry.
Under their leadership, TSMC became the world’s largest chip foundry and a cornerstone of the global semiconductor supply chain. SIA credited TSMC with breakthrough technologies that advanced computing performance, energy efficiency, and supply chain resilience.
Those breakthroughs enabled the rise of personal computing, smartphones, and AI applications, the association said. TSMC has also expanded globally, including major manufacturing investments in the US.
Wei said he was honored to receive the award and to follow in the footsteps of industry pioneers such as TSMC founder Morris Chang (張忠謀). He also said it was a privilege to share the honor with Liu, emphasizing that the award reflected the dedication of all TSMC employees pushing the boundaries of innovation.
Liu called the award a great honor and a serious responsibility. He thanked mentors, colleagues, and partners — including Chang — for their support in driving innovation in the semiconductor field.
