TAIPEI (Taiwan News) — A man faces a fine of up to NT$150,000 (US$5,100) for refusing to follow police instructions during an air raid drill in Taipei on Thursday.
The 41-year-old surnamed Wang (王) was seen wandering the streets of Zhongshan District during the drill and ignored evacuation orders, per CNA. Police cited him for violating Article 25 of the Civil Defense Act, which carries a fine of NT$30,000 to NT$150,000.
The northern Taiwan phase of the 2025 Urban Resilience Exercise was held from 1:30 p.m. to 2 p.m. It covered Taipei, New Taipei, Taoyuan, Yilan County, Hsinchu County, Keelung, and Hsinchu.
At 1:36 p.m., officers from Changchun Police Station near the intersection of Yitong Street and Jianguo North Road noticed Wang loitering outside instead of seeking shelter as required. Despite being warned by officers, he refused to comply with the drill's regulations.
The final phase of the exercise will be held on Friday in Hualien, Taitung, Kinmen, Lienchiang, and Penghu counties. People outdoors during the drill must seek shelter in the nearest building or, if none is nearby, take cover under structures like underpasses, culverts, or bridge piers and assume a protective position.
