TAIPEI (Taiwan News) — A medium-sized mixed breed dog died of heat stroke in New Taipei after its owner left it unattended in the sun in 30 C weather.
The owner of the dog will be fined NT$15,000 (US$513) for the negligent death of the animal, as outlined in Article 5 of the Animal Protection Law. He will also be required to take a three-hour course on animal protection, according to the New Taipei Animal Protection Office.
The incident occurred recently near Fu Jen Catholic University in Xinzhuang District. The dog was reportedly 12-years-old and slightly overweight.
The dog was left on a leash tied to a scooter in a parking lot with no water or cover from the sun. A passerby who noticed the animal in distress reported the incident to the Animal Protection Office, which dispatched officers to the area.
When they arrived, the owner and dog had already left. Witnesses informed officers the dog had apparently gone into shock. The owner, who was making a brief visit to see someone at the hospital, left the scene to get emergency treatment for the animal.
After following up on the owner’s location, officers learned that the dog passed away at a veterinary hospital. Despite the owner’s remorse, agents were required to issue the fine.
The Animal Protection Office warns pet owners that leaving pets unattended in direct sun or locked in vehicles during the hot summer months, even for just a short time, can have tragic consequences. Elderly dogs, overweight dogs, and breeds with thick fur are at heightened risk.
It further reminded the public that dogs require water, cover from the sun, and good ventilation when resting in vehicles — just like humans. Those found guilty of causing harm or death to a dog due to negligence may be fined between NT$15,000 and NT$75,000 (US$2,570), with the possibility of jail time in serious cases.
To help educate the public on proper care and first aid for pets, the New Taipei Animal Protection Office offers free safety skills and first aid classes for pet owners for up to five people per session.
