TAIPEI (Taiwan News) — A 21-year-old man with no identifying documents or formal education will receive his official household registration later this week.
The man surnamed Huang (黃) became homeless in January after he was kicked out of an apartment where he had been kept for nearly a decade with little outside contact. After his discovery by a borough chief in Taichung, he has been placed in a special home for young people where he will have support from guidance counselors, reported UDN.
Huang was found at a recycling center in June, where he was exchanging bottles and cans for a small amount of money. Huang's father allegedly ordered him out of the house to begin supporting himself.
Authorities were shocked to learn that at 21, not only was Huang living on the streets, but he never attended public school and was never officially registered with the local government.
The Taichung Social Affairs Bureau became involved and vowed to help the man obtain lodging and skills for employment. After finding the man’s father to corroborate Huang’s story, more information has come to light on his case.
Huang’s mother is an Indonesian immigrant who disappeared shortly after his birth, and whose current whereabouts are unknown. The city government conducted a DNA test to confirm the paternity of his Taiwanese father, which will permit Huang to register as a Taiwanese citizen, per UDN.
Huang and his father are on good terms, but Huang will continue to live at the institute for disadvantaged youth for the time being. With the help of social counselors, Huang will be taught life skills and be given a basic education and the opportunity to learn a trade.
