TAIPEI (Taiwan News) — Taiwan must ensure it can maintain battlespace awareness and make operational decisions even when communication breaks down, Defense Minister Wellington Koo (顧立雄) said at a final review meeting of the Han Kuang 41 Computer-Assisted Command Post Exercise (CPX) on Tuesday.
This presents a significant challenge for Taiwan’s planning teams and intelligence analysis capabilities, Koo said, per Military News Agency. He stressed the importance of backup designs in command-and-control systems to ensure uninterrupted decision-making.
Koo said the CPX is key to developing a training model that reflects real combat conditions. He called for continued civilian-military integration and larger-scale exercises to include civilian resources. “The better prepared we are, the more effective our deterrence,” he said.
This year's exercise simulated scenarios, including gray-zone tactics and a full-scale invasion. The goal was to identify areas for improvement to refine contingency procedures and strengthen overall combat readiness.
The defense minister encouraged military staff to continue using the experiences they gained to lay a foundation for future improvements.
The live-fire segment of Han Kuang 41 is scheduled for July 9-18. Commanders will develop scenarios and contingency plans based on potential enemy actions.
