TAIPEI (Taiwan News) — The Cabinet is expected to finalize and announce the application guidelines for an NT$88 billion (US$2.7 billion) tariff relief package on Monday.
The Cabinet recently approved a support program for Taiwan’s export supply chain in response to US tariffs, comprising 20 measures totaling NT$88 billion, per CNA. Key elements include reduced interest rates on trade financing for the industrial sector, discounted export insurance premiums, enhanced guarantees for export loans, expanded loan support for micro, small, and medium-sized enterprises, R&D subsidies, and assistance in securing overseas orders.
For the agricultural sector, the plan offers increased interest subsidies on loans, improvements to the export cold chain system, and expanded domestic and international marketing efforts.
Originally scheduled for April 14, the application guidelines were postponed to Monday to gather more input from industry stakeholders. Following multiple consultations between Premier Cho Jung-tai (卓榮泰) and business leaders, the government said it would ease application requirements and expand eligibility to ensure broader access to the funds.
A Cabinet official said that for the Ministry of Economic Affairs’ loan program for smaller firms, the 15% single-month revenue drop requirement will likely be relaxed. Some conditions—such as the three-year US export record previously required for certain subsidies—will also be dropped.
Companies will be able to apply for support by demonstrating how they have been affected by the tariffs. However, ministries have yet to release their respective program details.
The official said the Ministry of Economic Affairs, Ministry of Finance, Ministry of Agriculture, and Ministry of Labor will all submit finalized application measures on Monday, with announcements expected from each ministry that afternoon.
While the package currently totals NT$88 billion, the official added that additional funds may be made available through future supplementary budgets if needed.
The Executive Yuan is also expected to pass a special statute covering the relief package during its Thursday meeting and submit it to the Legislative Yuan for review. Similar to the relief legislation enacted during the COVID-19 pandemic, the statute will reportedly include provisions allowing businesses and organizations to receive subsidies exempt from income tax.
