TAIPEI (Taiwan News) — The Ministry of the Environment has announced plans to amend lithium-ion battery recycling fees, with revisions to take effect in July.
Businesses that submit a self-built recycling chain plan could receive discounts of up to 87% after approval. These changes aim to support sustainable recycling practices and reduce environmental impact, per CNA.
Lithium-ion batteries, or rechargeable batteries, are widely used in mobile phones, electric vehicles, and portable devices. Proper recycling not only minimizes environmental harm but also reduces the need for mining, recovering valuable metals like cobalt, manganese, and nickel, according to the Taiwan Lithium Battery Resources Industry Association.
The proposed amendment will introduce more favorable rates for businesses involved in manufacturing, importing, or introducing lithium-ion batteries. Currently set at NT$39 (US$1.2) per kg, the recycling fee will be significantly reduced for eligible businesses.
For domestic recycling, the first-level discount will bring the fee down to NT$5.10 per kg, offering an 87% reduction. For overseas recycling, a second-level discount will apply, reducing the fee to NT$6.66 per kg, corresponding to an 83% discount.
The ministry has emphasized that domestic recycling is the preferred option, as it facilitates the recovery and reuse of materials such as lithium. Establishing a self-built recycling chain requires substantial investment, and it is likely to be undertaken by larger businesses, particularly those dealing with electric vehicles or energy storage batteries.
A 14-day public consultation period for the proposed amendment will be held.
