TAIPEI (Taiwan News) — Kaohsiung on Wednesday approved Taiwan Semiconductor Manufacturing Company’s (TSMC) rezoning proposal for its P4 and P5 plants.
The Kaohsiung City Government said TSMC has already begun construction on the first three phases of its site at Nanzih Technology Industrial Park, per CNA. The rezoning plan covers about 42.89 hectares and is expected to be completed by 2027. TSMC has not disclosed which process nodes the P4 and P5 plants will use.
TSMC selected land from the former CPC Kaohsiung Refinery's special industrial zone for the new facilities, per Liberty Times. However, the site’s original land use designation did not comply with the city’s urban planning rules and required modification.
To streamline operations, the company proposed rezoning land east of its P3 facility for the development of P4 and P5. The city said the move will enhance production efficiency and further solidify Kaohsiung’s role as a global hub for advanced semiconductor manufacturing.
Kaohsiung’s Urban Development Bureau noted that its Environmental Impact Assessment Committee approved the expansion plan on March 5. The updated proposal includes the addition of internal roads, green spaces, and retention ponds to ensure compatibility with existing infrastructure at the former refinery site and the future layout of the industrial park.
To support industrial development, the city is also building a new interchange ramp connecting National Freeway 1 to Nanzih Park and widening Cuihua Road to improve transportation and logistics.
