TAIPEI (Taiwan News) — Taichung will implement new regulations for YouBike users on Tuesday, including restricting access to bikes and electric bikes for those who have not registered for the city’s free public bike injury insurance.
In a press release, Taichung Transportation Bureau Director-General Yeh Chao-fu (葉昭甫) said the city is continuing its public bicycle insurance program for riders and third parties, and registration is now mandatory to rent a YouBike. Users can register through the YouBike app or the official website, and those unsure of their registration status can check online.
Yeh noted that from March 17–21, YouBike sent text message reminders urging users to complete the registration process. He also emphasized that the insured person must be the same individual as the rider in order to qualify for claims.
According to the bureau, registered users who suffer disability or death in a biking accident can receive up to NT$1 million (US$30,145) in compensation. Riders hospitalized due to injuries are eligible for up to NT$1,000 per day in medical compensation.
As of the end of March, Taichung had 1,556 rental stations and a cumulative total of 157 million rides, underscoring YouBike’s significance for commuters, students, and the general public.
Yeh added that free third-party liability insurance and injury insurance for public bike users have been available since November 2018 and July 2019, respectively. The new system, taking effect April 1, aligns with similar policies in other cities and counties. Users who have already registered do not need to re-enroll.
