TAIPEI (Taiwan News) – Kaohsiung Mayor Chen Chi-mai (陳其邁) said the municipal government is committed to assisting TSMC investment in Kaohsiung.
Chen said he supported TSMC’s decision to open four more factories (P2-P5) in Kaohsiung, with execution ahead of schedule. Chen spoke with CNA on Sunday, discussing how his leadership has helped Kaohsiung's industrial transformation.
The city invested in basic utilities such as water and electricity to support TSMC. Kaohsiung established four reclaimed water plants to provide nearly 200,000 tons of water to meet TSMC’s range of 110,000 to 120,000.

For power, an ultra-high voltage substation and related feeder facilities were set up on the south side of Nanzih Technology Industrial Park.
For transportation, the city expanded Provincial Highway 17 and Cueihua Road. It also widened roads and ramp projects for National Highway No. 1 to ensure that large vehicles can travel safely.
"Of course, we are very grateful to the central government for its assistance, allowing us to accompany TSMC step by step in building factories and improving supporting measures," Chen said TSMC's factories are located in the middle of Kaohsiung, very close to the MRT, high-speed rail, and highway, offering convenient commuting.
Chen said TSMC’s new factories are just 700 meters from Zuoying Station, with four nearby MRT stations allowing the company's upstream and downstream suppliers access along the MRT line. According to Chen, this was why TSMC chose Nanzih Technology Industrial Park.
Chen said Taiwan's greatest advantage in global semiconductor competition is a complete and efficient supply chain. TSMC’s decision to invest in Kaohsiung was from hard work and planning, the mayor said.
