TAIPEI (Taiwan News) — Starting Jan. 1, Taiwan will begin cracking down on exhaust systems for scooters and motorcycles that are modified, unregistered, or fail to meet noise restrictions.
Those found with modified or unregistered mufflers are subject to a fine of NT$900-1,800 (US$28-55). Those exceeding noise levels are subject to an additional fine of between NT$1,800 and NT$3,600, making the maximum fine NT$5,400, per Storm Media.
According to the Ministry of Environment, vehicles account for 32% of noise complaints. This sparked the environment ministry to initiate the “Certification Management Regulations for Replacement Muffler Systems of Motor Vehicles" and the Ministry of Transportation and Communication to revise the “Regulations Governing Road Traffic Safety.”
Authorities chose to make 2024 a grace period to communicate such changes, encouraging owners of such exhaust systems to register their modified or aftermarket exhaust systems and pass a noise test certification. However, those who do not complete online registration or fail to pass a muffler noise test by Jan. 1 must pay NT$200 to entrust a noise laboratory licensed by the Ministry of Environment to conduct the test. After passing the test, owners of such vehicles must then go to the relevant transportation agency to apply for vehicle inspection changes.
