TAIPEI (Taiwan News) — The Taipei Zoo will take legal action against a man who was seen teasing and feeding spotted hyenas in their enclosure on Saturday (Nov. 16).
A visitor was caught on camera Saturday disregarding warning signs at the spotted hyena exhibit, per UDN. The man climbed over the safety railing, threw things at the animals, and teased them with his hand.
The incident sparked criticism after it was filmed by another visitor and shared online. The zoo issued a public statement condemning the visitor's actions and said it planned to collect evidence to file a lawsuit.
The zoo said the enclosures and safety barriers are designed to prevent animals from escaping while allowing visitors a safe view. Visitors must comply with regulations for their safety.

The zoo called the visitor's behavior, including provoking and attempting to feed the animals, inappropriate and illegal. It plans to review surveillance and consult legal experts on violations of the Social Order Maintenance Act (社會秩序維護法) and the Animal Protection Act (動物保護法).
Over the next week, the zoo will monitor the animal's behavior, appetite, and feces. The hyenas will be allowed back into their outdoor enclosure if no abnormalities are found.
