At 11:20 p.m. on Friday evening, Tamsui police received a report of a strange man disguised as a woman hiding in the bathroom of a female dormitory on the campus of Tamkang University, where he was suspected of snapping photos of nude students.
Female students in the dormitory reported seeing a man wearing a long skirt, heavy coat, wig, glasses, and a surgical mask. He also wrapped a scarf around his neck to cover his Adam's apple.
Students noticed that he was constantly going in and out of the bathroom on the fourth floor of their dorm. Some students noticed that he was taking photos of them in the nude while they showered, and the young women quickly ran from the scene in tears.

Furious, several female students then confronted Chen and asked, "What are you doing?" Chen quickly ran back to the bathroom and hid inside a toilet stall.
Irate students then started pounding on the stall door demanding that he come out, but he continued to cower inside.
The students then notified an instructor surnamed Huang (黃), who quickly alerted police. After officers took Chen back to the police station, they discovered that he had been carrying a pinhole camera.

Inside the camera's memory card, police found photos of nude students showering and the buttocks of women as they used the toilet. Police then notified Chen's parents of the incident, and his father was so enraged that he reportedly chased his son and beat him with an umbrella inside the station.
After questioning Chen, police transferred him to the Shilin District Prosecutor's Office on charges of Offenses Against Privacy (妨害祕密罪). Via the campus broadcasting network, Liu Ai-hua (劉艾華), Secretary General of Tamkang University, advised students to pay attention to their own safety and beware of strangers following them when entering their dormitories.
