Azerbaijan lawmakers reject harsh NGO restrictions

Azerbaijani lawmakers have dropped harsh restrictions on non-governmental groups from a government-backed bill after an outcry from civil groups and foreign diplomats.
The original legislation drawn up by President Ilham Aliev' administration had proposed drastic limitations on the financing and operations of rights groups, civil society organizations and others.
But those measures were dropped from the final version that passed the parliament Tuesday by a vote of 93-5 with three abstentions.
The original bill had prompted protest from Azerbaijani and foreign groups, who said it would have effectively shut down most of the country's 2,500 nongovernment groups.
The legislation resembles a law in Russia passed three years ago aimed at keeping tight control over rights activists and others.
