Europe welcomes US climate bill despite faults

A European climate official says he is encouraged by the speed with which the U.S. Congress is dealing with climate legislation.
Artur Runge-Metzger, who heads the European Commission's climate division, criticized a U.S. bill for failing to provide funds to help poor countries adapt to climate change.
But he said Monday the quick passage of the bill through the House of Representatives showed the seriousness with which Congress and the Obama administration are dealing with global warming.
The bill follows the European example of capping carbon emissions and selling pollution permits, which Congressional opponents call a carbon tax.
Runge-Metzger said the policy has led to only modest increases in European consumer electricity bills.
