Clinton says envoy prepared to go to North Korea

Secretary of State Hillary Rodham Clinton says that a U.S. special envoy was prepared to go to North Korea for talks at a moment's notice.
Clinton says the United States regrets that Stephen Bosworth was not invited by North Korea.
Bosworth just returned from a trip to Seoul where he urged Pyongyang not to launch a missile and to stop issuing threats to its southern neighbor.
The United States has not held official talks with North Korea since President Barack Obama took office earlier this year as his administration formulates its North Korea policy.
U.S. and Japanese officials fear a launch could be a cover for a test of a long-range attack missile and have suggested they might move to intercept the rocket.
