UN warns it's losing ground in global war on drugs

The U.N. agency leading the global war on drugs says it's losing ground because the world is awash with narcotics.
The U.N. Office on Drugs and Crime warns in a new report that "there are many illicit drugs in the world, too many people suffering from addiction, and too much crime and violence associated with the drugs trade."
Experts opened a global drug conference in Vienna on Wednesday. They say drug use and production have stabilized over the past few years _ but a flourishing street market and drug-related crime remain entrenched problems.
Human Rights Watch and other groups are challenging the U.N. strategy. They argue that it's not doing enough to treat HIV or to stem the spread of the AIDS virus through shared needles.
