LA schools chief to propose laying off thousands

Teachers chanting "stop the cuts" are demonstrating outside a Los Angeles Board of Education meeting in which board members are expected to ratify a plan to lay off thousands of teachers and staff.
Los Angeles Unified School District Superintendent Ramon Cortines is expected to present a plan at the meeting to lay off more than 8,800 teachers and professional workers.
The layoff notices would be sent by March 15 but would be for the 2009-2010 school year.
The teachers' union says some volunteers may engage in civil disobedience. It planned a rally for later Tuesday.
The nation's second-largest school district has 36,000 teachers and 12,000 professional workers.
