Russian convicted of mudering Chechen released

Russian news agencies are reporting that a military officer who killed a Chechen woman has been released from prison before the end of his 10-year sentence.
Col. Yuri Budanov was convicted in 2003 of murdering 18-year-old Heda Kungayeva. He said he strangled her in a fit of rage, believing her to be a rebel sniper.
Budanov's case has been closely watched as a test of authorities' determination to deal with rights abuses in Chechnya.
Last week, a court granted him release for good behavior about 8 1/2 years into his sentence.
The ruling has angered Chechens and rights activists.
Chechnya's ombudsman Nurdi Nukhadjiyev told the Interfax news agency Budanov's release showed an "utter disrespect" to thousands of Chechens who protested against his release.
