The Control Yuan impeached former Foreign Minister James Huang and former National Security Council secretary-general Chiou I-jen yesterday for their alleged part in the loss of NT$1 billion in a plan to open up diplomatic relations with Papua New Guinea.
The Ministry of Foreign Affairs paid the sum of US$29.8 million into accounts held by two self-styled diplomatic brokers who promised they could persuade Papua New Guinea to cut official relations with China and recognize Taiwan instead.
The diplomatic switch never occurred and the money disappeared.
One of the brokers, Singapore national Wu Shih-tsai, has been under arrest since last May, but the other one, Charles Ching, disappeared.
Wu was sentenced to two years and four months last October for forgery and defamation.
The Control Yuan said Huang and Chiou had been guilty of neglect in a case that caused a loss of taxpayers' money as well as damage to the country's image. Adding James Huang executed the plan, but the whole scheme was Chiou I-jen's idea.
Chiou was indicted last Dec. 12 on charges of embezzling secret diplomatic funds amid the corruption and money laundering scandals surrounding former President Chen Shui-bian.
Prosecutors are still investigating whether Taiwanese government officials pocketed any money in the Papua New Guinea scandal.
