Albanian parliament amends electoral law

Albania's parliament has amended a new electoral law after President Bamir Topi refused to ratify the original.
Lawmakers voted 116-3 on Monday to remove a clause calling for the president to decree national elections nine months in advance. Small parties, which fear the new law could exclude them from parliament, have boycotted the vote.
Topi had argued it would be impossible to meet the deadline and hold next year's polls in late June as planned.
Topi must set the election date one week after the new law comes into effect in January.
The law assigns parliament's 140 seats based more heavily on regional preference. Small parties had urged Topi to reject it. But he can only reject legislation once, and must now approve it.
