Rally in Chechnya to protest parole of colonel

Some 2,000 people have rallied in Chechnya to protest the granting of parole to a Russian colonel convicted of murdering a Chechen woman.
Protesters in the capital Grozny carried posters reading "Impunity encourages new crimes" and "Criminals must sit in prison."
Monday's rally was the second such protest since a Russian court ruled last week that Col. Yuri Budanov should be released after 8 1/2 years of his 10-year sentence. Budanov was arrested in early 2000 and convicted in 2003 of murdering an 18-year-old Chechen woman, Heda Kungayeva.
He admitted strangling her, but said he did it in a fit of rage believing her to be a rebel sniper.
Budanov's case has been closely watched as a test of authorities' determination to deal with abuses in Chechnya.
