Consumer voucher funding bill placed on legislative agenda

The Legislative Yuan's Procedure Committee on Tuesday placed a bill that would allow the government to fund its consumer voucher program by issuing debt on the legislative agenda for discussion Friday.
The government's plan to provide vouchers valued at NT$3,600 (US$110) to each Taiwan citizen ahead of the Chinese New Year holiday to stimulate consumer spending is part of its efforts to boost a contracting economy.
If the bill on financing the voucher program smoothly passes its second and third reading, it will enable the Executive Yuan to submit the legislation covering the actual voucher program before noon next Monday.
Under an expedited screening process, the voucher program bill could then be approved by the legislature by the end of the month, giving the government time to issue the vouchers by its target date of Jan. 18 -- one full week ahead of the start of the Chinese New Year.
Legislative Speaker Wang Jin-pyng said last week that the legislature must pass the bill by Dec. 26 at the latest if that target is to be met.
