Cross-strait pacts to become effective automatically, says Taiwan KMT whip

The four agreements signed between the two chief cross-strait negotiators of Taiwan and China in early November are expected to become effective automatically in the first half of December, a whip of the legislative caucus of the ruling Kuomintang (KMT) said yesterday.
The four pacts inked by Straits Exchange Foundation (SEF) Chairman Chiang Pin-kung and his Chinese counterpart - Association for Relations Across the Taiwan Straits (ARATS) President Chen Yunlin - would allow direct flights, shipping links, postal services and the establishment of a food safety mechanism between the two sides.
The SEF and ARATS are semi-official organizations responsible for handling cross-strait engagements in the absence of official relations.
Chen visited Taiwan Nov. 3-7 as the highest-ranking Chinese official to have set foot on Taiwan since the end of the Chinese civil war in 1949.
KMT lawmaker Lin Yi- Shih, executive director of the KMT Central Policy Committee and a deputy chairman of the KMT, told reporters it appears that the agreements would not be approved in early December on the floor of the legislature.
Lin explained that in accordance with the Act Governing Relations between the Peoples of the Taiwan Area and the Mainland Area, the four agreements will become effective automatically if the legislature has not acted to sanction the pacts within one month after they were sent to its Procedure Committee.
The Internal Administration Committee of the legislature is scheduled to screen the four agreements Dec. 3-4, but it appears there is hardly enough time for the floor to go through the screening process and then give the nod to the four pacts.
Legislator Ker Chien-ming, convener of the legislative caucus of the opposition Democratic Progressive Party (DPP), said DPP lawmakers would not accept such a procedure because it would mean an avoidance of the normal checks and balances by the opposition parties in the legislature.
