EU confident on April signing of pre-membership deal with Bosnia

The European Union on Thursday said it expects reforms in Bosnia will enable the Balkan nation to sign a key agreement in April to prepare it for eventual EU membership.
Bosnian leaders attending the talks assured the EU parliamentary approval of a police reform plan demanded by the EU would come soon, clearing the way for an early signing of the Stabilization and Association Agreement.
"It is a great opportunity for the country and I trust the leaders of Bosnia-Herzegovina won't miss this opportunity," said Olli Rehn, the EU official in charge of negotiations with potential candidates.
"I'm confident in April we should be able to sign the agreement," Rehn told reporters after talks with Bosnian leaders. "That agreement is the gateway to candidate status in the European Union."
Bosnia's efforts to draw closer to the EU have long been hampered by differences among the county's ethnic communities. The final obstacle was their failure to set up a united police force for the country, which was divided into a part run by the Serbs and a Bosniak-Croat federation in 1995, after a three-and-a-half-year war.
Bosnia and the EU initialed the pre-membership agreement in December after its factions agreed on a plan to merge the separate forces. The EU said it will sign it once Bosnia's parliament passes legislation to implement the deal.
