Hu says security cameras effective in curbing crimes

Taichung City Mayor Jason Hu (胡志強) said yesterday that even gangsters and criminals in the greater Taichung area considered the city's security camera system as an effective crime prevention tool, and that it had made them reluctant to enter Taichung City to join the gangster business.
"When the gangsters wanted to hold a negotiation, they were reluctant to enter Taichung City for the meeting, as the police would be able to know their whereabouts and trace their activities. It proves that our Electronic Security Wall does work," said Mayor Hu at a routine administration meeting yesterday.
'Wall' project
The "Electronic Security Wall" - a project installing security cameras over major highways entering Taichung City - was a project initiated in December 2005 after Mayor Hu succeeded his second term as mayor. The project was aimed to have all 214 villages of Taichung City and main traffic outlets to have at least one set of security camera system installed. The city now has a total 829 sets of security cameras, and a total 1,074 sets is planned to be deployed by the end of 2008.
The quick crack-down on the intrusion case of Mayor Hu's van during the Lunar New Year was partly a result of the electronic security system. The Taichung City police has also solved cases under the help of the system in the last two years.
The results
According to the Taichung City Police Bureau, cases solved with the help of the security cameras totaled 194 cases in 2005, 499 cases in 2006, and 569 cases in 2007, while in 2004 there were less than 100 cases. The bureau said the statistics show that the system has been a useful criminal deterrence tool.
In yesterday's meeting Hu asked the Taichung City Police Bureau to properly maintain these security camera systems, and no soft spot was allowed to exist for this electronic security wall, asking that all camera imagery must be in good quality with high resolution.
Hu said Taipei City has a budget of NT$ 800 million for establishing security camera networks, but Taichung City so far has only spent a budget of NT$ 80 million, but plans to allocate NT$ 50 million annually.
