Putin calls for improving Russian ports, laments use of foreign facilities

President Vladimir Putin called Wednesday for urgent measures to improve Russia's ports, saying that too much trade was being conducted through foreign facilities.
Speaking at a government meeting on sea-related issues in the Arctic port of Murmansk, Putin also said more Russian ships should sail under Russian flags.
Putin ordered the government to "without delay take a series of measures to develop" Russian ports. While Russia has 62 seaports, he said in televised comments, "Russian cargoes continue to go through foreign ports."
"Our ports do not answer to modern demands and do not correspond to the demands of the Russian economy," he said, adding that he was referring to ports across Russia _ on the Baltic and Black Seas and the eastern and northern coasts.
Putin said that Russia controls more than 1,500 cargo ships, but that 60 percent of their overall tonnage sails under foreign flags. "We must create all conditions for a gradual shift of ships to the Russian flag _ this work should not be put off," he said.
Putin, whose trip to Murmansk included a visit aboard a new atomic-powered icebreaker, the 50 Years of Victory, also called for the creation of a national Arctic council that would oversee the protection of Russia's interests and the development of economic activity in the region, the ITAR-Tass news agency reported.
