Gore says Canadian government's climate change plan a 'fraud' designed to mislead Canadians

Former U.S. Vice President Al Gore says Canada's environmental plan put forth by the Conservative government is a "complete and total fraud" that is "designed to mislead the Canadian people."
The government announced a proposal Thursday to reduce Canada's level of current greenhouse gas emissions 20 percent by 2020. Under the initiative, Canada will not meet its obligations under the Kyoto Protocol, which requires 35 industrialized countries to cut emissions of carbon dioxide and other gases that are contributing to global warming.
The Conservative government strategy focuses on reducing greenhouse gas emissions and improving air quality. But the plan failed to spell out precisely what many of its regulations will look like.
"In my opinion, it is a complete and total fraud," Gore said Saturday. "It is designed to mislead the Canadian people."
Gore said he was surprised to see that the Conservative plan employs the concept of "intensity reduction," which he said is poll-tested phrase developed in Houston by the so-called think tanks financed by Exxon Mobil and some other large polluters.
Gore, who is in Toronto to present his documentary, "An Inconvenient Truth," at a consumer environmental show, acknowledged he is not a Canadian citizen and said he has "no right to interfere in your decisions."
However, he said, the rest of the world looks to Canada for moral leadership and that's why this week's announcement was so "shocking."
Canadian Environment Minister John Baird released a statement later in which he refuted Gore's criticisms.
"The fact is our plan is vastly tougher than any measures introduced by the administration of which the former vice president was a member," Baird said.
Baird's statement also offered an invitation for Gore to discuss climate change and the Conservatives' environmental policies with him.
