The Ministry of Economic Affairs (MOEA) on Tuesday signed an agreement with Amazon Web Services (AWS), Amazon's cloud computing arm, to set up a joint innovation center in Linkou to foster unicorn startup companies.

The cloud computing talent cultivation center will be located in the Startup Terrace, an innovation park located in Linkou, and will cultivate around 2,000 professionals a year trained by AWS through courses, workshops and seminars, said Alex Yung (容永康), AWS corporate vice president and managing director for Greater China.

As a cloud computing platform, AWS provides many cloud computing and big data tools for startups, said Ho Chin-tsang (何晉滄), director-general of the MOEA's Small and Medium Enterprise Administration (SMEA).

Unicorns such as Airbnb and Lyft have used AWS platform, and the SMEA hopes to cultivate more Taiwanese unicorns trained by AWS, Ho added.

The AWS joint innovation center will collaborate with accelerators to help Taiwanese startups to expand their businesses internationally and attract foreign startups to Taiwan, he said.

Yung said at the signing ceremony that AWS is dedicated to nurturing talent and startups, encouraging overseas development, and promotion industrial transformation.

Its goal, he said, is to cultivate companies with the potential to become unicorns, help startups venture into overseas markets, and assist companies in non-high-tech sectors, including small and medium-sized enterprises, to upgrade their operations.

A unicorn is a privately owned startup that has usually been in business for fewer than 10 years but has an estimated market value of over US$1 billion.

Startup Terrace, which has turned the 2017 Taipei Universiade Athlete's Village into an international startup campus, has recruited 12 accelerators and 56 startup teams and is scheduled to start operations in June, Ho said.
The 59,382 square-meter facility is designed to be a multi-functional campus that includes offices, residences, co-working spaces, and exhibition spaces, according to the SMEA.
